The Albion Village Board moved to bolster both its underground infrastructure and park security during a lengthy regular meeting on Wednesday, Feb. 12, at Village Hall. Facing the need to maintain aging water infrastructure, the board unanimously approved a project with Wendel Engineering to replace water lines. The project, known as WIIA 2, will come with a price tag not to exceed $66,597. According to the minutes, Trustees discussed the project with Justine from Wendel Engineering prior to the vote. The funding will be drawn from the village’s Water Contingency fund. Trustees also took steps to improve safety at Bullard Park. The board voted to approve a bid of $13,216.41 from Upstate Alarms to install new security cameras at the park. The cost will be covered by the General Fund Balance. The vote passed 4-0, with Trustee Joyce Riley abstaining. Personnel matters were also a significant focus of the evening. The board created three new job titles: Secretary II, Senior Water Treatment Plant Operator, and Water Treatment Plant Lab Technician. Immediately following the creation of the Secretary II title, the board moved to hire Alana Piccirilli for the position on a full-time basis, effective Feb. 8. She will start at a rate of $20 per hour with an 8-week probationary period. Public safety initiatives extended beyond the water treatment plant and the park. The board authorized Police Chief David Mogle to surplus seven Glock 21 Gen 4 firearms at a value of $310 each, with the proceeds returning to the firearms budget. Trustees also approved a request for a sewer break at 634 E. State Street and authorized payments to Keeler Construction Co. for $13,052.21 from the Water Fund Balance. Looking toward future collaborations, the board approved a motion by Deputy Mayor Greg Bennett to form a committee dedicated to discussing crossing guards with the Albion Central School District. Trustees McMurray and Gabalski were appointed to the committee. Several items were tabled for further discussion until the next meeting on Feb. 26. These include a discussion on a new police vehicle, the DePaul PILOT (Payment in Lieu of Taxes) agreement, the repair of a low service pump at the water treatment plant, and a specific resident’s water bill issue. The board also scheduled a public hearing concerning "Reindeer funds" for Feb. 26, 2026, to discuss financing for a model and full-sized statue. Additionally, the board adjusted the lease rate for Assemblyman Steve Hawley, moving to increase the rate to 3%. Mayor Angel Javier Jr. presided over the meeting, which was attended by Deputy Mayor Greg Bennett, Trustees Joyce Riley, William Gabalski, and McMurray, along with Village Attorney John Gavenda. The meeting adjourned shortly before 9:30 p.m. following an executive session regarding contracts.
