A 70-unit housing concept on land between West State and Washington streets was presented to Albion’s village board in August, while a proposed zoning change for the two parcels remained under review. The summer records do not establish approval of either the development or the zoning law. Mike Lill of CDS Monarch described the intended use at the August 12 meeting as 70 units: 15 for senior veterans, 15 for residents 55 and older and 40 multifamily units, plus a pharmacy. Those figures were part of his presentation, rather than a construction approval. The parcels are 73.5-4-1.111 and 73.5-4-1.116. On July 14, trustees voted to send the requested change from mobile-home-park zoning to Residential/Offices/Limited Business to the county Planning Board for review. On August 12, the village introduced Local Law 8 and continued the public hearing to August 26. A business owner’s attorney objected to the proposal and identified an incorrect parcel number in the advertised notice, according to the minutes. At the August 26 meeting, a resident questioned whether infrastructure designs were being discussed before a zoning-only hearing. Trustees closed the hearing and voted to forward the proposed law to the village and county planning boards. The same record contains an environmental-review resolution with inconsistent language about Type I classification and review. It is not a reliable basis to infer that the zoning change or a site plan received final approval. The Planning Board’s August 13 minutes separately record discussion of a proposed site-plan review at 470 West State Street on those same tax-map parcels. They record no site-plan approval. At that meeting, the board denied a special-use-permit request for 232 West Avenue, citing a self-created hardship, with Janet Navarra abstaining. That request had been tabled in July while the board sought language from its attorney. The minutes do not describe the proposed use or supply findings beyond that stated reason. Another zoning proposal appeared in the September 23 village draft: Local Law 9 would change parcel 62.19-3-35 on Sanford Street and 62.20-2-41 on Moore Street from single-family residential to Light Industrial. The draft records scheduling a hearing for October 14 at 7 p.m. It is not a notice confirming current hearing arrangements, and it records no adopted rezoning. The proposed law and current public notice remain necessary follow-up sources. For neighbors and prospective tenants, the consequential point is that a concept presentation, a zoning referral and a planning discussion are different steps.
