The Orleans County Legislature spent part of its April 23, 2024 meeting catching its own books up to work already underway at the county's building on South Main Street in Albion. In Resolution 215-424, legislators authorized the county treasurer to pull $130,000 from the county's Infrastructure Reserve into the Buildings and Grounds budget for the Treasurer's Office renovation project at 156 South Main Street — and to "make the necessary adjustments to the Public Works budget accounts for project costs that have already been incurred," according to the resolution. The wording indicates the renovation had already run past what had been set aside for it before the legislature formally backfilled the account. The same meeting added two fresh contracts for the same building. Legislators approved an agreement with Houseman Refrigeration Heating and Cooling to repair and replace HVAC ductwork at the Treasurer's Building, not to exceed $11,500, and a separate agreement with All American Fence to install a privacy fence there, not to exceed $34,000, effective once the county issues notice to proceed. Both draw from the same Buildings and Grounds line item covering Treasurer's Building maintenance. Vice Chairman William Eick presided over the meeting in the absence of Chairman Johnson, and every resolution that evening, including these three, passed 6 ayes to 0 nays with Johnson recorded absent. The Infrastructure Reserve did double duty that night. In a separate action, Resolution 214-424, legislators drew $85,000 from the same reserve fund for a Wendel Companies contract covering "Immersion and Concept Level Design" work on the county's Existing Public Safety Building and site — a second capital project competing for the same pool of reserve dollars the same evening the Treasurer's Building draw was approved. Other business that night carried stakes beyond one building. Legislators set two public hearings, May 7 and June 4, both at 7 p.m. at the Legislature Chambers on Route 31 West in Albion, on a proposed local law to establish a district court system in Orleans County under Article 6, Section 16 of the New York State Constitution. The resolution only sets the hearing dates; the minutes record no discussion yet of how such a court would be structured or what it would mean for the county's existing local courts. Legislators also authorized a Payment in Lieu of Taxes agreement with NY USLE Albion Long Bridge B LLC for a solar energy project at 12795 Route 31 West in Albion, under a state law that exempts qualifying solar installations from standard property tax increases unless municipalities opt out. The agreement still needs sign-off from the Town of Albion and Medina Central School District before it takes effect. On the advocacy front, the legislature endorsed a New York State Association of Counties package of state bills addressing what the resolution called a statewide crisis in Emergency Medical Services, telling state lawmakers that Orleans County lacks "the resources, flexibility, or statutory authority to develop county-wide or publicly funded EMS programs" under current law. Legislators separately went on record opposing two state bills, S4545 and A3069, that would fold the Orleans County Industrial Development Agency into a nine-county regional development agency, arguing local board members are better positioned than a 15-member regional panel to judge local development needs. Among the meeting's other actions, legislators approved a $964,714 federal-aid project to replace the County Line Road Bridge over Jeddo Creek in the Town of Ridge, with the county responsible for $48,236 of that cost, and recognized Computer Services Director Lawrence "Eddie" Moss on his retirement.
