The Albion Village Planning Board took its first formal steps Thursday evening toward rewriting the blueprint for the village’s future, establishing a committee structure tasked with updating the community’s Comprehensive Plan. During a brief session at the Village Hall, the board unanimously approved a framework to recruit volunteers for the Comprehensive Plan Committee. This document serves as a foundational guide for land use, zoning, and economic development decisions, often influencing how the village grows and preserves its historic character for the next decade. Planning Board Chair Karen Conn presided over the meeting, which included members Michael Massaro, Jeff Holler, Janet Navarra, and Samuel Robinson. Village Chief Executive Officer Chris Kinter and Trustee McMurray were also in attendance. The most significant action of the evening was defining who will serve on the new committee. According to the minutes, the board motioned to create a diverse group comprising three sitting members from various village boards—such as the Historic Preservation Commission, Zoning Board, or Village Board—alongside the Village Code Enforcement Officer and assistance from the Genesee Finger Lakes Regional Planning Council. Crucially, the board stipulated that the committee must also include one voting resident who does not serve on a board and one local business owner. “The committee will follow Village Code (§74 – Residency) to designate the appropriate choosing of members,” the minutes noted. Planning Board members Mike Massaro and Samuel Robinson were appointed as Co-Chairs to lead the effort. To ensure the community is aware of the opportunity, the board approved a motion to advertise the openings. The village will utilize the October Water Newsletter to reach residents, in addition to posting notices on the official village website. Jessy Holz, the Deputy Clerk, will also email all other village boards to solicit applications and encourage cross-departmental participation. Residents and business owners interested in shaping the village’s direction have until November 11, 2024, to submit their applications. The Comprehensive Plan is a critical tool for municipalities like Albion. It not only outlines a vision for housing and transportation but also provides the legal justification for zoning changes. With Albion’s rich 19th-century architectural heritage and its position along the Erie Canal, the update will likely address how to balance historic preservation with modern economic development needs. The meeting adjourned at 5:28 p.m. The next regular Planning Board meeting is scheduled for Thursday, October 10, 2024, at 4:00 p.m.
