The Town of Albion in Orleans County approved higher water-use rates in April, following discussions in February and March about the town’s costs and the prices paid by neighboring towns. The April 13 minutes say the charge for resident usage above 500 gallons would increase from $4.88 to $5.59 per 1,000 gallons. All five board members voted to adopt the water-rate resolution. The record does not give an effective billing date or a complete rate schedule, so it cannot by itself establish the total on a household’s next bill. Wholesale rates changed as well. The minutes record increases from $3.75 to $4.46 per 1,000 gallons for Gaines and Ridgeway; from $3.62 to $4.28 for Barre; and from $3.39 to $4.28 for Murray. Supervisor F. Richard Remley had letters ready to inform those towns. These are the Town of Albion’s rates as described in its record, not the retail rates every customer of those towns necessarily pays. A separate February discussion concerned a proposed new water tower in Barre. CPL Engineering representative Jason Foote reported a $2 million grant and described a financing scenario involving approximately $204,712 in borrowing for each town over 30 years and an estimated $100 annual household increase. Those figures were presented for discussion; the February minutes do not record approval of that borrowing or household charge.
